And this is from someone who's gained a lot from that lottery. At the end of the day it is probably the most rediculous way of handing out BPO's possible. These things need to be handed out to people who have directly been working for them, no other way...
As soon as the reward this sort of grind directly, the casual players start leaving. The more dedicated players with earlier and more research agents DO have a massive advantage.
